政策工具视角下图书馆读者权益分析

An analysis of library readers’ rights and interests from the perspective of policy tools

文章在介绍图书馆读者权益的含义及特征的基础上,就图书馆读者权益的主要内容做了分析,并对当前图书馆读者权益保护问题,包括平等拥有借阅权、罚款赔偿、人格权保护等做出阐述,最后从法律制度、读者权益保护政策、维权机制、纠纷解决机制等角度,归纳了读者权益保护政策,以促进图书馆能依法保护读者权益。

Based on the introduction of the meaning and characteristics of the rights and interests of the library readers,this paper analyzes the main contents of the rights and interests of the library readers,and expounds the protection of the rights and interests of the library readers at present,including the equal ownership of the right to borrow,the fine compensation and the protection of the right to personality.Finally,it expounds the legal system,the protection policy of the rights and interests of the readers,the protection mechanism and the dispute resolution mechanism.This paper sums up the policy of protecting the rights and interests of readers from the angle of the library, so as to promote the library to protect the rights and interests of readers in accordance with the law.
