高水平高职院校的历史方位、关键命题及建设路径

Historical Position,Ken Issues and Developing Path of High-level Vocational Colleges

高水平高职院校已成为当前我国高职教育改革发展的重大阶段性命题。从历史方位来看,国家示范性高职院校建设计划结束后,高水平高职院校成为国家重点建设政策的重要内容之一;从更深层次上来看,其是高等职业教育发展到一定阶段的必然产物。虽然国家政策及省域实践已经有所涉及,但诸多关键命题亟待澄清,主要包括其解决的现实问题的认知差异、内涵实质的视角错位及组织特征的差别等方面。为有效推进高水平高职院校建设,高职院校需要在分类发展、专业群建设、研究平台搭建、国际化制度安排及文化治理等方面进行深度改革。

High-level vocational colleges has been an important topic in the stage of higher vocational education development and reform in modern times.In the view of historical position,high-level vocational colleges have been referred as the key construction change after the completion of the construction of national demonstration and backbone vocational college;in a deeper view,high-level vocational colleges is a product of higher vocational education development.high-level vocational colleges may be referred by a few of policies and practices in some provinces.But some propositions of high-level vocational colleges is necessary to be proved,such as the cognitive dispute of the purpose of high-level vocational colleges,the difference of high-level vocational colleges connotation and organization characters and so on.This paper provide some advices to construct high-level vocational colleges,including classifying development,group of the discipline,building research platform,internationalization and culture governance and so on.
