我国慢性病预防与控制体系关键问题确认

Verification of critical issues of chronic disease prevention and control system in China

目的:明确当前我国慢性病预防与控制体系存在的问题,并对其中关键问题进行界定。方法:系统搜集、评阅和分析涉及到我国慢性病预防与控制体系的613篇中文文献,运用文献科学计量分析和聚类分析等方法对文献进行定性和半定量研究,形成我国慢性病预防与控制体系的问题系统,明确各问题的优先序位并确认关键问题。结果:我国慢性病预防与控制体系的问题主要集中于结构和运行过程子模,同时"慢性病预防控制人力资源数量不足"和"慢性病防控经费投入不足,尤其是基层资金短缺"是我国慢性病预防与控制体系最需要优先解决的问题。结论:本研究明确的问题系统和关键问题有助于政策制定者和研究者系统地了解我国慢性病预防与控制体系存在的问题并把握重点。同时,问题间的作用机制揭示了在国家层面对慢性病防控日渐重视的大环境下,加强慢性病预防与控制体系的人、财、物以及信息资源配置是下一步工作的重点。此外,对关键问题进行根源分析是下一步的研究方向。

Objectives To verify the issues of chronic disease prevention and control system in China,and define the crucial issues.Methods According to systematic collection,review and analysis of 613 Chinese literature,an analysis of qualitative and semi-quantitative research and an analytic hierarchy were conducted,and this study formed the issue system and identified priorities of the issues.Results The issues of chronic disease prevention and control system in China is mainly focused on structure and operation process submodule,and"The overall quality of prevention and control of chronic diseases personnel was low"and"Insufficient funds for the prevention and control of chronic diseases,especially the shortage of funds at the grass-roots level"are the issues needed to be solved as a priority.Conclusions The issue system and key issues formed in this study will help policy makers and researchers to systematically understand the issues in the system of chronic diseases prevention and control in China and grasp the key issues.At the same time,the mechanism of the issue system reveals that under the background that our country is attaching great importance to the prevention and control of chronic disease,it is the focus of the next step to further strengthen the human,financial,material and information resource allocation.Besides,the root analysis of the key issues is the directions for future research.
