广州市推行“长者饭堂”的成效、问题及对策研究

Research on the Effectiveness, Problems and Countermeasures of Promoting the Elderly Canteen in Guangzhou

广州市"长者饭堂"是城市居家养老的一个补充配套服务项目,其实质是政府采用购买服务的方式,发挥市场机制作用,由政府牵头,社会组织、街道社区和社会力量共同参与,解决家庭老人吃饭难的社会问题。文章对广州市"长者饭堂"的建立背景、取得成效、具体做法、存在问题、完善对策等方面展开一系列论述,展示了广州市"长者饭堂"这项民生工程的有益探索和取得成效。

Elderly Canteen is a supplementary supporting service project for urban home care in Guangzhou. For the government, its vision is to purchase services and explore the role of market mechanism to solve such social problems facing family and elderly people as eating. The government leads, and social organizations, street communities and social forces participate. The article expounds a series of expositions on the establishment background, achievements, specific practices, existing problems and perfect countermeasures of this practice in Guangzhou and summarizes its achievements.
