科技是第一生产力,创新是引领发展的第一动力,是建设现代化经济体系的战略支撑,实施创新驱动发展战略是我国立足全局、面向未来的重大战略举措。党的十八大以来,我国坚持走中国特色自主创新道路,不断增强科学技术对经济增长的贡献度,推动经济持续健康发展。改革开放40多年来,我国在经济社会发展方面既取得了举世瞩目的巨大成就,但同时过去粗放型的发展弊端也日益显露,新的高质量发展必须依靠创新驱动。河南要实施创新驱动发展战略,实现经济高质量发展,就要把科技创新摆在核心位置,加大创新投入,抓好重大专项,打造创新载体,促进创新要素开放合作,提供周到服务,为实施创新驱动发展战略提供强大动力、良好环境和制度保障。

Science and technology constitutes the primary productive force, and innovation is not only the primary impetus for guiding development, but also the strategic support for the construction of modern economic system. Implementation of innovation-driven development should be regarded as the major strategic idea for China to master the overall situation and face the future. Since the 18 th national congress of the party, China insists on the road of independent innovation with Chinese characteristics, continuously strengthen the contribution degree of science and technology to economic increase, and promote the consistent and healthy development of economy. Since the reform and opening up policy was implemented more than 40 years ago, China has made great achievements in economic and social development, which has attracted worldwide attention. Yet at the same time, the extensive economy in the past gradually showed its disadvantages, and new development of economy with high quality should depend on the mode of innovation-driven. In order to implement the strategy of innovation-driven development in Henan province, and realize the development of economy with high quality, it is necessary to put science &technology innovation at the core position, enlarge the investment in innovation, pay adequate attention to the important major projects, create the carrier for innovation, promote the open cooperation of ingredients for innovation, and provide considerate service so as to provide powerful impetus, good environment, and institutional guarantee for the implementation of innovation-driven development.
