建立健全全面建成小康社会后解决相对贫困问题的长效机制

Set up and Complete the Long-Term Mechanism for Solving the Problem of Relative Poverty after Building a Moderately Prosperous Society in an All-Round Way

目前脱贫攻坚战已接近尾声,2020年全面建成小康社会后,相对贫困问题仍然会存在,此时相对贫困问题的解决,必须进入制度化、常态化的轨道。依据习近平关于精准扶贫的指示以及党的十九届四中全会关于完善中国特色社会主义制度的精神,结合当前各地扶贫以及经济发展情况,在全面实现脱贫后,为稳定脱贫成果,应建立健全全面提升已脱贫地区与家庭的稳定发展能力的长效机制,以解决好我国现代化进程中面临的相对贫困问题。该长效机制主要包括建立完善全面扶贫数据大平台、提升社会各界扶贫积极性的激励机制、促进农村集体经济发展与人才提升机制、稳固提升已脱贫地区与家庭基础发展力机制、完善促发展的社会资源公平配置与公共服务机制等内容。

Currently the fight against poverty has come to its close. After the moderately prosperous society is built up in an all-round way in China in 2020, the problem of relative poverty may still exist and to solve this problem it is necessary to deal with it in the institutionalized and normalized way. According to Xi Jinping’s instruction about targeted poverty alleviation and the indication from the fourth plenary session of the 19 th CPC central committee about improving the socialist system with Chinese characteristics, and combined with the current situation of poverty relief in various areas and economic development, it is necessary to set up and complete the long-term mechanism for improving the capability of steady development in areas and families that have overcome poverty, so as to stabilize the achievement after realizing the aim of getting rid of poverty and solve the problem of relative poverty facing us in the process of Chinese modernization. This long-term mechanism mainly include: set ting up and completing the data platform for overall poverty relief;the incentive mechanism that improves the enthusiasm of all circles in society to relieve poverty;the mechanism that promotes the development of rural collective economy and talent upgrading;the stabilized mechanism that improves the basic development capability of areas and families that have got rid of poverty;and the mechanism for equitable allocation of social resource and public service etc.
