摘要
分析了企业安全管理体系运行中存在的体系文件模板化、体系运行"两张皮"和持续改进低效化等突出问题,探讨了企业推行HSSE管理体系的对策:提升企业最高管理层的引领力、部门的协同力和基层的执行力,发挥安全文化的影响力、渗透力,同时,要进一步细化体系运行有效性评价指标,做实内部审核和管理评审。
This paper analyzed the outstanding problems in the operation of the enterprise’ s safety management system,such as the templating of system documents,the "two skins"of system operation and the continuous improvement of low efficiency. The countermeasures for the enterprises to smoothly promote the HSSE management system was also discussed to enhance the leading power of the enterprise’s top management,the coordination power of departments and the execution power of the grassroots,to exert the influence and penetration power of the safety culture.Meanwhile,the evaluation index of system operation effectiveness was further refined to conduct actual internal audit and management review.
