滇桂黔石漠化区的脱贫与振兴--基于广西环江毛南族自治县J村的调查与分析

Poverty Alleviation and Revitalization in the Rocky Desertification Area of Yunnan-Guangxi-Guizhou: A Survey Based on J Village, Huanjiang Maonan Autonomous County, Guangxi

滇桂黔石漠化区是全国集中连片特困地区之一,也是国家新一轮扶贫开发攻坚战主战场中贫困人口及少数民族人口最多的片区。地处广西西北部的J村是滇桂黔石漠化片区贫困村的典型代表,具有贫困面大、贫困程度深、脱贫难返贫易的特点,从脱贫走向振兴的任务十分艰巨。在贫困治理的过程中,当地党政机构和群众通过采取易地搬迁和产业转型的途径与方式,取得了扶贫和脱贫的显著成效。J村的个案对于滇桂黔石漠化区的精准扶贫及乡村振兴研究和实践具有一定借鉴意义。

The rocky desertification area of Yunnan-Guangxi-Guizhou is one of the poorest areas in China. It also has the largest population of the poverty-stricken people and minorities among the battlefields where a new round of poverty alleviation and development is strived for. J Village, located in the northwestern part of Guangxi, is a representative of the impoverished villages in this area. It is characterized by large scale and deep degree of poverty, great difficulties in alleviating poverty but being easy to return poverty. The poverty alleviation and revitalization task are therefore arduous. In the process of poverty management, local party and government organizations and the masses have achieved the remarkable result of tackling the difficulties by the means of relocation and industrial transformation. As a reference case, J Village is certainly significant for the research and practice of precise poverty alleviation and rural revitalization in the area.
