公众参与城市决策过程制度设计的比较研究

A comparative study on the public’s participation in urban decision-making institutional design

伴随着城市事务复杂性的增加,以及公众参与意识和能力的提升,我国城市治理过程中的公众参与已成为越来越普遍的现象。城市决策位于城市治理过程的核心位置,推动公众参与城市决策过程的制度设计,是真正实现城市共治共管、共建共享的重要标志。基于广州、杭州、昆明、大连及合肥等五个城市样本,对其探索性的城市决策公众参与制度进行文本分析,从参与的主体、参与的事项、参与的时机、参与的途径、参与的反馈以及参与的强制性约束等方面进行比较研究,以把握当前我国公众参与城市决策过程中制度设计的现实状态,在此基础上,探索优化城市决策公众参与制度设计的可能空间。

With the increase of the complexity of urban affairs and the increase of public participation awareness and ability,public participation in the process of urban governance in China has become an increasingly common phenomenon. Urban decision-making lies at the core of the urban governance process,and the institutional design that promotes public participation in the urban decision-making process is an important symbol for realizing urban co-governance,co-construction and sharing. Based on the sample of five cities including Guangzhou,Hangzhou,Kunming,Dalian and Hefei,this essay makes a comparative textual analysis of their exploratory public decision-making system for urban decision-making,from the participants,the participating events,the timing of participation,the ways of participation,the feedback of participation,and the mandatory constraints of participation. The aim is to grasp the current state of the system design of the public participation in the urban decision-making process. On this basis,the possible space to optimize the design of public participation system for urban decision-making is explored.
