新形势下推进基础设施建设的若干思考——中美基建领域的比较研究

Several Speculations on Promoting Infrastructure Construction under the New Situation——A Comparative Study of China and the United States in the Field of Infrastructure

新中国成立以来,在基础设施建设领域迅速发展并积累了宝贵经验,也面临着发展不平衡与不充分、可持续发展、一体化与协同发展等不少挑战,尤其与美国相比,基础设施发展的总体水平仍有较大提升空间。作为当前新冠疫情和外需下滑的一种积极应对,中国可借鉴美国在基建领域的发展经验,加快推动促进城市群和都市圈发展的基建项目,重视发展与民生相关的“软基建”以及与数字经济相关的“新基建”,扩大基建领域的对外开放,充分吸引外资和社会资本参与,大力推进中国基础设施领域的政策创新和债务处置工作,稳健推动“一带一路”沿线地区基础设施建设,从而使得基础设施建设更好服务于中国国内和国际发展的需要。

Since the founding of New China,it has developed rapidly in the field of infrastructure construction and accumulated valuable experience.It has also faced many challenges such as uneven development and inadequate development,sustainable development,integration and coordinated development.Especially compared with the United States,the overall level of infrastructure development still has much room for improvement.As a positive response to the current new crown epidemic situation and the decline in external demand,China need to learn from the development experience of the United States in the field of infrastructure,accelerate the promotion of infrastructure projects that promote the development of urban agglomerations and metropolitan areas,and attach importance to the development of“soft infrastructure”related to people’s livelihood and digital economically related“new infrastructure”,expand the opening up of the infrastructure sector,fully attract foreign investment and social capital,vigorously promote policy innovation and debt disposal in China’s infrastructure field,and steadily promote infrastructure construction in areas along“the Belt and Road”,thereby making infrastructure construction better serve China’s domestic and international development needs.
