摘要
围绕城市水系统公共卫生安全应急体系的构建,分别从污染源头控制、病毒的过程逐级去除效能保障和终端安全消毒灭活等环节入手,讨论了生物污染应急需要考虑的诸多因素和具体防控措施建议。新冠病毒SARS-CoV-2引发了武汉等地的COVID-19疫情,在尚无新冠病毒存活和灭活数据的条件下,以相似度较高的SARS-CoV和其他病毒的文献成果分析为基础,归纳了疫情期间城市水系统中供水、污水、污泥的工艺系统运行和消毒要求;系统地分析了其应急能力与技术需求,提出总体应急策略和"5+3"应急方案。通过上述技术方案的实施,城市水系统可有效地服务于疫情控制和防止次生灾害。同时还围绕应对未来疫情挑战的科学研究、应急能力建设等提出建议。
This paper focuses on the construction of public health emergency security system of urban waters,including source control,step-by-step process guarantee for virus reduction efficiency,terminal disinfection and biosecurity.The authors also discuss the factors affecting the biological pollution emergency and give suggestion on specific control and prevention measures.The COVID-19,which outbreak in Wuhan and elsewhere,is a severe life-threatening disease caused by a novel coronavirus termed SARS-CoV-2.As lack of survival and inactivation data of SARS-CoV-2,the process and disinfection requirements of water,sewage and sludge treatment in urban water system is given based on literature review of similar SARS-CoV and other viruses.Also,the overall emergency strategy and the"5+3"plans was proposed under system analysis of its emergency response capacity and demand.Urban water systems can effectively serve as the control of outbreaks which prevent the secondary disasters.This paper also puts forward the expectations of scientific research and emergency response capacity-building to meet the future challenges of outbreaks.
