随着我国人口老龄化程度的不断加深,养老成为社会普遍关注的民生问题。公办养老机构在发展中存在一些问题,迫切需要深化改革。在PPP模式下进行公办养老机构的民营化改革,是解决公办养老机构问题的有效途径。PPP模式与公办养老机构民营化改革相互融合的同时,公办养老机构也面临着公益性、持续性、产权归属等问题的挑战,而明确规定服务对象、给予合理的资金回报、保证产权的清晰是公办养老机构应对挑战的对策措施。

With the aggravation of the aging problem in China,support for the elderly has become a big livelihood issue of universal concern. Problems with the development of relevant public institutions call for deepened reforms immediately. The privatization of such institutions following the PPP model is an effective countermeasure. In the application of the PPP model to the said privatization,challenges arise mainly in the nature of these institutions as half charitable and half profitable,their sustainability and the ownership of their property rights.The clarification of the target group and the property rights,together with a reasonable rate of investment return,are expected to be able for us to meet the challenges.
