江苏自由贸易试验区制度创新研究

Research on Institutional Innovation of Jiangsu Free Trade Zone

制度创新是自贸试验区的核心特质。通过对已设立的自贸试验区在制度创新方面的分析与比较,结合江苏自贸区的特征,提出江苏自贸区制度创新建议。要从区域协同发展的战略高度谋划制度创新,要从产业发展的视角来进行制度创新,要从开放创新的内容来理解制度创新。江苏自贸试验区的制度创新,要强化危机意识,高标准定位制度创新的目标,坚持行系统集成性的制度创新,坚持从基层发现制度创新的突破口,突破各种制度创新的束缚,强化产业支撑,凸显江苏"双自联动"的特色,率先确立竞争中性的营商环境。

Institutional innovation is the core characteristic of free trade zone( FTZ). Based on an analysis and comparison of the established Free Trade Zones in terms of their institutional innovation,this paper puts forward suggestions for institutional innovation of Jiangsu FTZ. Institutional innovation should be designed from the strategic height of coordinated regional development,carried out from the perspective of industrial development,and understood from its openness and newness. We should strengthen our sense of crisis,insist on the systematic and integrated innovation,find a breakthrough from the grass-root level,enhance the industrial support,and take the lead in establishing a competitive business environment.
