2019年中国油气管道建设新进展

New progress in China’s oil and gas pipeline construction in 2019

截至2019年底,中国油气长输管道总里程达到13.9万千米,其中天然气管道约8.1万千米,原油管道约2.9万千米,成品油管道约2.9万千米。2019年中国新建成油气管道总里程约3233千米。2019年,全国互联互通重点工程建设取得新进展,推动天然气“全国一张网”不断完善;中俄东线天然气管道北段工程建成投产;国家石油天然气管网集团有限公司挂牌成立,中国深化油气体制改革取得重要进展;《交通强国建设纲要》为油气管道高质量建设提出新要求。预计,“十三五”规划2020年油气管道建设目标难以实现,特别是天然气管道建成里程与目标之间的差距较为突出;资源供需均保持增长、国家政策和新规划发力,推动天然气基础设施建设;沿海多地大型炼化一体化项目陆续投产,助力中国成品油管道建设。

By the end of 2019,total mileage of long-haul oil and gas pipelines completed in China reached 139,000 km,of which 81,000 km were natural gas pipelines,29,000 km were crude oil pipelines,and 29,000 km were refined oil pipelines.A total of 3,233 km of new oil and gas pipelines were built in China in 2019.The new progress was made in key projects for national connectivity,and the“one nationwide network”for natural gas continued to be improved.The North section of Russia-China East-Route Gas Pipeline project was completed and put into operation.National Petroleum and Natural Gas Pipeline Grid Group Co.,Ltd.was established,the reform of China’s oil and gas system made important progress,and the Outline for the Construction of a Powerful Country for Transportation set new requirements for the high-quality construction of oil and gas pipelines.It is expected that the oil and gas pipeline construction target in the 13th Five-Year Plan will be difficult to achieve in 2020.The supply and demand of resources both will keep increasing and national policies and new plans will make efforts to promote the construction of natural gas infrastructure.Large-scale integrated refining and chemical projects will have been put into operation in many coastal areas to help build China’s refined oil pipelines.
