伊拉克局势新变化与中国石油企业风险管控

New changes in Iraq and risks control for Chinese enterprises

近期,伊拉克政治和安全局势发生一系列新变化,在地缘政治力量再平衡过程中承受着各种压力和负面影响,宗教民族对立情绪不断发酵,中央与地方的关系面临调整。尽管政治局势持续动荡、安全形势仍然不乐观,但是反恐战争的胜利还是给伊拉克的经济和社会状况带来巨大改善,石油工业迅速发展,投资于伊拉克的中国企业,特别是民营企业取得很多新突破。中国企业在伊拉克抓住机遇做强做优的同时,面临着地缘政治风险、社会安全风险、合作政策风险和依法合规运营风险等国际化经营的诸多挑战。中国企业要有针对性地采取风险管控措施,建立政治风险研究监测预警机制,升级社会安全管理,完善谈判策略,提高本地含量,加强合规管理和法律风险管控。

Recently,various stress and negative influence of regional geopolitical rebalance.Escalating religious and ethnic antagonism,as well as adjusting central-local relationship in Iraq,led to a series of new changes in Iraqi political and economic situation.Despite political turbulence and unstable security situation,the victory of anti-terrorism war has brought huge improvement in Iraqi economic and social environment.The oil industry has undergone tremendous growth and Chinese enterprises,especially the private enterprises,have made many breakthroughs in Iraq.In addition to seizing the opportunity to develop,Chinese enterprises need to address the risk control challenges for the international operations such as geopolitical risks,social security risks,cooperation policy risks and legal compliance risks.Chinese enterprises should establish political risk research,analysis and early-warning system,upgrade social security management measures,improve negotiation strategies,increase local contents,and enhance compliance management and legal risk management.
