中德两国卫生服务供给与保障支付机制比较

Comparison of Health Service Supply and Guarantee Payment Mechanism Between China and Germany

新时代我国卫生服务体系面临新的挑战,“健康中国”战略的实施要求进一步改善我国的卫生服务体系。本研究通过对中德两国卫生服务供给与保障支付机制的分析,以SWOT法比较了两国因国情、模式不同导致的各自优势、劣势、机遇、与威胁,并提出了完善药品保障制度,探索医保支付复合模式、优化医疗机构补偿机制等建议,以期为缓解“以药养医”现象、控制住院费用的不合理上涨提供参考。

In the new era,China's health service system faces new challenges.The implementation of the"Healthy China"strategy requires further improvement of China's health service system.This study analyzes the supply and guarantee payment mechanism of health services in China and Germany,Using the SWOT method to compare the respective advantages,disadvantages,opportunities,and threats of the two countries due to different national conditions and different models,and proposed a comprehensive drug security system,exploring the compound payment mode of medical insurance and optimizing the compensation mechanism of medical institutions,with a view to providing a reference for alleviating the phenomenon of"supporting medicine with medicine"and controlling the unreasonable increase in hospitalization expenses.
