“健康中国”战略背景下“体医融合”发展路径构建研究

A Research on the Construction of the Development Path of“Integration of Sports and Medicine”Under the Background of“Healthy China”Strategy

“健康中国”战略明确了我国在大众健康保障问题上,将以“治病为中心”转为“健康为中心”,“体医融合”则是保障大众健康的有效途径。研究主要运用文献资料、专家访谈、比较分析等研究方法,对我国“体医融合”现状进行了调查与分析,结果显示:现阶段正是我国“体医融合”发展的历史机遇,在实践中已初见成效,“政府与市场相结合”、“医院健康指导中心”、“社区体质监测中心”等模式已初具成型;同时也存在相关政策法规缺失,体育与医疗部门协作不足,专业体医人才的缺失,配套实体产业的迟滞等问题;由此提出:创建“体医融合”的政策法规体系,建立体医部门协同治理机制,培养“体医融合”复合型人才,探索多渠道的“体医融合”模式,优化体育与医疗健康产业发展等符合国情的“体医融合”发展路径,以期为促进“体医融合”的理论与实践并进提供参考。

Steering to national health-centered public health security from treatment center,the“Healthy China”Strategy has ascertained that the integration of sports and medicine is an effective pathway to protect public health.The current research has applied various methods such as literature reviewing,expert interviews and comparative analysis to analyze the current situation of"integration of sports and medicine"in China.It has been discovered that the present stage is the historical opportunity for the national development of"integration of sports and medicine".Models such as“combination of government and market”,“hospital health guidance center”and“community health monitoring center”have achieved initial results in practice.Existing problems are as follows:lack of relevant policies and regulations,lack of cooperation between sports and medical departments,lack of professional sports and medical talents,and the lag of supporting real industries.It has been proposed that policy and regulation system as well as cooperative governance mechanism of sports and medicine departments be established;compound talents be cultivated,multi-channel mode be explored,development path in line with national conditions be optimized,so as to provide reference for promoting the theory and practice of“integration of sports and medicine”.
