摘要
船舶断缆事故时有发生,并造成人员伤亡。文中从一起船舶断缆致人死亡事故出发,分析了船上带缆作业的安全风险,深挖事故中暴露的船舶缆机远程操控操作安全问题,并结合国际海事组织(IMO)当前正在制定的《1974年国际海上人命安全公约》(SOLAS)Ⅱ-1/3-8条修正案及配套指南,围绕如何加强船舶缆机远程操控操作安全,提出防范类似事故的对策。
Accidents involving broken cables happen frequently to ships, resulting in casualties of the crew onboard. Based on the investigation into such an accident, the paper analyzes the risks of the mooring operation and the operational safety problems with the remote control of mooring winches as shown by the accident, puts forward preventive measures on avoiding similar accidents through enhancing the safety of the remote control of mooring winches under the background of the development of the amendment to SOLAS Ⅱ-1/3-8 and associated guidelines.
