高职院校优化外部治理机制的路径——基于管办评分离的视角

Strategic Path to Optimize External Governance Mechanism in Higher Vocational Colleges——From Perspective of Separation of Management,Implementation and Evaluation

管办评分离作为深化教育综合领域改革的重大举措,深刻影响着政府与高校的治理关系和发展格局。高职院校因具有跨界性、开放性等特点,使其在管办评分离的治理趋势下更容易受到治理环境的影响。基于管办评分离的治理要求,优化适应高职院校科学发展的外部治理机制的路径是,通过产教融合、市场导向实现高职院校与利益相关者的共同治理,构建整体性治理的协调机制,发挥理(董)事会治理功能,推进高职院校外部治理环境的优化。

As an important measure to deepen the education reform in the comprehensive field,the separation of management,implementation and evaluation has a profound impact on the governance relations and development patterns between government and higher education colleges.Higher vocational colleges are more vulnerable to the change and influence of governance environment under the trend of the separation of management,implementation and evaluation due to their interdisciplinary and open nature.Based on the governance requirements of the separation of management,implementation and evaluation,the ways to construct the external governance mechanism to adapt to the scientific development of higher vocational colleges are:to realize the common governance of higher vocational colleges and stakeholders through the integration of industry and education and the market orientation,to construct the coordination mechanism of overall governance as an innovative way to improve the external governance of higher vocational colleges,and to give full play to the governance function of the Board of Directors to promote the optimization of external governance environment of higher vocational colleges.
