弱势省域职业教育“新协同”逻辑:基本理念、分析框架与决策生态——以河北省为例 被引量:2

“New Collaboration”Logic of Vocational Education in Feeble Provinces:Basic Concept,Analytical Framework and Decision-making Ecology——A Case Study of Hebei Province

摘要 由于历史积淀与资源禀赋之异,弱势省域在区域职业教育“协同发展”中往往呈现出单向度、依附性与弱张力的表达与惯性,遂而有悖于“协同发展”之初衷。基于此,提出涵括积极协同、间接协同与复杂协同的“新协同”理念,搭建围绕职业教育“禀赋”的综合分析框架,明晓兼顾“线性与自反性”“二元与多元”“明确性与不确定性”“秉持与重建”等为特征的职业教育决策生态,试图推进区域职业教育优势互补、共生共赢、多元协同图景的持续生成。 Due to the differences in historical accumulation and regional resource,the feeble provinces in the“collaborative development”of regional vocational education often show the unidirectional,dependency and weak tension,which is contrary to the implication of“collaborative development”.Based on this,the author proposes the concept of“new synergy”,which includes positive collaborative,indirect collaborative and complex collaborative.The“new synergy”concept includes building the comprehensive analysis framework around the vocational education“endowment”,knowing the decision of ecological in vocational education which is characterized by balancing“linear and reflexive”“binary and multiple”“certainty and uncertainty”“grasps and reconstruction”,so as to try to achieve the advantage complementary,symbiotic win-win and multivariate collaborative between regional development and vocational education.
