A Study on the Influence of Social Think Tanks in Decision Making and Its Promotion Strategies

摘要 社会智库的行为目标是影响政策产出,而实现这一目标的关键则在于其决策影响力的强弱。文章基于文献和权威指标构建了社会智库决策影响力指标体系,采用无放回抽样确定21个样本;通过因子分析测算了决策影响力,利用逐步回归探讨其影响因素,得出社会智库决策影响力整体较弱且两极分化;决策影响力的提升对政府官员有依赖;决策结构失衡影响决策影响力提升等结论。而构建大数据平台、多端传播网络、中国式"旋转门"有助于提升其决策影响力。 The behavior goal of social think tanks is to influence policy output,and whether it can be achieved depends on the strength of decision-making influence.Based on the literature and authoritative indicators,the article builds a index system of decision-making influence of social think tank,and uses non-replacement sampling to determine 21 samples;uses factor analysis to measure the decision-making influence,and uses gradual regression to explore its influencing factors.It is concluded that the overall influence of decision-making power of social think tanks is weak and polarized,the increase of decision-making influence depends on government officials,and the imbalance of decision-making structure affects the increase of decision-making influence,etc.The construction of big data platforms,multi-end communication networks,and Chinese-style "revolving doors" will help increase their influence on decision-making.
