水闸划界及其范围内工程管理探讨--以江苏省镇江市谏壁节制闸为例

Discussion on demarcation of sluice and management within demarcation scope--a case study of Jianbi Sluice in Zhenjiang City of Jiangsu Province

回顾了江苏省水利工程划界的历史,阐述了水闸划界的现实意义,分析了确权范围、管理范围、保护范围三者异同,提出了水闸划界的原则和标准。结合镇江市谏壁节制闸划界及划界范围内工程管理的实际,指出目前存在的不足和问题,提出合理明确责任、完善具体规定、加强建设监管等建议。

This paper reviews the history of water conservancy demarcation, and expounds the practical significance on right demarcation, analyzes the similarities and differences among the scope of land use right, the scope of administration and the scope of protection, and advances some principles and standards for sluice demarcation. Taking into account the actual situation of demarcation and management within the demarcation area of Jianbi sluice in Zhenjiang City of Jiangsu Province, this paper points out the existing deficiencies and problems. Some suggestions are proposed, such as reasonable and clear responsibilities, improve specific provisions about protection scope, strengthen supervision of all project associated with water during construction,etc. Some explorations have been made on the next round of delimitation and management within the demarcation scope for the future.
