福利提供机制、福利服务提供与福利理念传递研究—— 以Z市困境儿童福利制度构建为例

Research on the Mechanism of Welfare Provision,the Delivery of Welfare Services and the Transmission of Welfare Ideas:On the Construction of the Welfare System for Children in the Z City as an Example

困境儿童福利提供与传递是中国城市适度普惠儿童福利制度构建的核心。以困境儿童福利制度为研究对象,通过收集Z市适度普惠儿童福利制度建设资料,采用内容分析等技术对资料进行分析。研究发现,适度普惠的困境儿童福利制度构建包括福利提供机制建设、福利服务提供和福利理念传递三大内容:福利提供机制建设包括政策发展、资金支持、传递模式、组织平台;福利服务提供指通过社会福利机构、社区儿童福利中心等将福利资源和服务传递到困境儿童手中;福利理念传递包括困境儿童服务日常宣传、困境儿童服务专题宣传以及鼓励大众参与志愿服务困境儿童的宣传。基于此,构建优化便捷的困境儿童福利提供模式的政策和服务仍需要优化福利提供多元主体的合作机制、建立“嵌入式”儿童福利提供方式、发展儿童福利社区基金会等。

The provision and transmission of the welfare of the disadvantageous children is the core of the construction of the welfare system in Chinese cities.This study takes the welfare system of the disadvantageous children as the research object,and collects data of Z children's welfare system construction by means of literature review,in-depth interview and focus group method.The data are analyzed by content analysis and other methods.The study found that the construction of welfare system for children with special needs includes three contents:the construction of welfare provision mechanism,the provision of welfare services and the transmission of welfare ideas:the construction of mechanism provides benefits including policy development,financial support,delivery mode,organization platform;the welfare services are provided by social welfare agencies,children's welfare center at community,welfare resources and services are delivered to the children with special needs;the concept of welfare transfer is including special services,encourage public participation in volunteer service propaganda.The findings based on an empirical study.This paper presents:provide a multi subject cooperation mechanism to optimize the welfare;the establishment of"embedded"child welfare;the development of community child welfare fund etc.
