公共部门人力资源管理特点与从业人员研究——基于北京市的调查 被引量:4

摘要 近15年关于公共部门人力资源管理的研究明显增加。由于公共部门组织自身的特殊性,其人力资源管理也呈现出同一和统一性、政策性、程序性等特点。公共部门的人力资源管理从业人员在性别、年龄等分布上与私营部门较为类似,但在学历、专业、职业资格等方面与私营部门存在差异,呈现出公共部门人力资源管理者“高配”于社会平均水平的现象,且公共部门内部的政府机关、事业单位、国有企业之间也存在着分布差异。 Research on human resource management in the public sector has increased significantly in the last 15 years.Due to the particularity of the public sector organization,its human resource management also presents the characteristics of identity and unity,policy and procedure.The distribution of human resource management practitioners in the public sector is similar to that in the private sector in terms of gender,age,etc.,but different from that in the private sector in terms of educational background,specialty and vocational qualification.The public sector human resource management practitioners are“highly matched”to the social average.There are also differences in the distribution of human resource management practitioners in public sectors among government organs,public institutions and state-owned enterprises.
