摘要 目的了解2010~2017年广西卫生人力资源管理状况,并提出改善广西卫生人力资源的管理建议。方法分析广西2010~2017年卫生人力资源的数量管理、质量管理及分布管理现状及其存在的主要问题,并提出促进广西卫生人力资源发展的建议。结果在数量管理方面,2010~2017年,广西卫生人力资源数量逐年增加,卫技人员数量的年均增长率为7.36%,医师数量的年均增长率为5.22%,注册护士的年均增长率为9.39%。在质量管理方面,截至2017年底,广西卫生人力资源学历结构以大专、中专及中技为主,大学本科以及上学历占比不足30%;职称结构以无职称及不详为主,中级及以上职称占比不足25%。在分布管理方面,各类卫生人员主要集中在南宁市、柳州市、桂林市等地,城市卫生人力资源拥有量远高于农村。结论广西卫生人力资源发展中存在的人均卫生人力不足、卫生人员学历和职称水平较低、城乡卫生人力资源发展不均衡等问题,今后应创新广西卫生人力资源管理模式,通过增加卫生人力资源投入、合理配备医疗机构卫生人员、提高卫生人员学历与职称水平,加强区域间医疗人才队伍建设等措施来促进广西卫生人力资源的发展。 Objective To understand the situation of Guangxi health human resources management during 2010 and 2017,and to put forward the suggests on improving Guangxi health human resources management.Methods An analysis of Guangxi health human resources status from 2010 to 2017 was performed with respect to quantity management,quality management and distribution management,as well as the existing major problems.In addition,the suggestions on promoting the development of Guangxi health human resources were proposed.Results In terms of quantity management,from 2010 to 2017,the number of health human resources in Guangxi increased year by year,the average annual growth rate of number of health technicians was 7.36%,the average annual growth rate of the number of doctors was 5.22%,and the average annual growth rate of registered nurses was 9.39%.In terms of quality management,by the end of 2017,Guangxi health professionals commonly graduated from junior colleges,technical secondary schools and secondary vocational schools,less than 30%of them graduated from universities and colleges or above;most of them had no professional titles or titles unknown,those with intermediate professional title or above accounted for less than 25%.In terms of distribution management,various types of health personnel mainly came from Nanning City,Liuzhou City,Guilin City and other regions,and urban region possessed more health human resources than rural area.Conclusion Some problems emerge in Guangxi health human resources development such as per capita health manpower shortage,lower educational levels and professional titles of health personnel,and uneven development between urban and rural health human resources.It is necessary to innovate Guangxi health human resources management pattern and improve the development of Guangxi health human resources by increasing health resources investment,allocating health personnel of health institutions reasonably,improving the educational levels and professional titles of health personnel,and strengthening inter-regional health talents team construction.
