民族自治县义务教育均衡发展治理路径研究 被引量:2

摘要 作为当前义务教育发展的路径选择,县域义务教育均衡发展不仅体现了教育公平推进到特定阶段的功能定位和价值取向,而且渗透着教育质量提升的终极关怀,蕴含着丰富的理论意蕴和实践诉求。民族自治县作为民族地区基本的自治单元,其义务教育均衡发展的程度决定了民族地区县域内义务教育均衡的水平。推进民族自治县义务教育均衡发展既需要理论建构,也面临现实困惑,亟需有效的治理路径。在县域义务教育均衡发展的视域下,研究从教育信息化助推民族自治县义务教育均衡发展,因地制宜实施《县域义务教育均衡发展督导评估暂行办法》,提升民族自治县义务教育发展的水平,加强民族自治县义务教育均衡发展的个案研究等四个方面提出推进民族自治县义务教育均衡发展的治理路径。 As the choice of current compulsory education,the balanced development of the county education reflects approaching the educational equity of function and value,which is not only towards a specific stage but also reveals the ultimate concern for the promoting the quality of education,which indicates a rich theoretical implications and practical needs.At the same time,as the governing unit of minority region,the balanced educational development determines the level of its balanced the compulsory education.There is a particular need of theoretical development for the balanced compulsory education in minority autonomous county.The need has not only been facing a dilemma of equity vs differences,quality and criteria but also urgently requiring an effective governing way.This paper takes a balanced development perspective on the compulsory education,and offers four points of recommendation in order to put forward the compulsory education within the scope of County.These recommendations are as:a)employ the long distance education to promote the balanced development of compulsory education in a minority autonomous county;b)adaptively implement the guidance of;c)increase the developmental level of compulsory education;d)strengthen the case study about the balanced developmental compulsory education of the minority autonomous county.
