布里斯班水智慧城市建设管理模式及其启示 被引量:4

摘要 水智慧城市的建设究其根本是在气候变化和人口增长的双重压力下,科学合理地制定和实施可持续城市水管理策略。这意味着需要对城市中所有的水(包括水库水、含水层水、地表水、淡化水、循环水和雨水)进行统筹管理,建立城市设计和流域之间的联系,并最大限度地利用水资源。文章以澳大利亚第三大城市布里斯班为例,在介绍其建设水智慧城市背景及需求的基础上,分析水智慧城市的构建要素、实施层面及路径,以期为我国水智慧城市建设管理提供有益借鉴。 The construction of Water-Wise Cities is a sustainable urban water management strategy formulated and implemented under the dual pressure of climate change and population growth,which means that all water in the city (including reservoir water,aquifer water,surface water,desalinated water,circulating water and rainwater) need to be managed as a whole,and the connection between urban design and river basin should be established to the greatest extent use of water resources.While improving the environment,the strategy can realize the livability of the city and resist the unexpected social,economic or biophysical impact.This paper takes Brisbane,the third largest city in Australia,as an example,on the basis of introducing its background and demand of building water wise city,analyzes the construction elements,implementation levels and paths of water wise city,in order to provide a reference for the construction and management of water wise city in China.
