论语言与国家治理

On Language and National Governance

语言与国家治理的探讨可以从3个视角进行:(1)语言治理是国家治理的有机组成;(2)语言因素助力国家治理;(3)国家治理影响语言的发展和使用。对于语言治理来说,其主体一般是核心与多元的和谐统一;目标、制度、价值3个子系统共同构成了语言治理的体系;而语言治理的内容则涵盖本体和应用两个大类。语言因素助力国家治理体现在政治、经济、社会等方方面面。国家治理对于语言结构和使用的影响也是无处不在。加强语言与国家治理研究,对于语言治理和语言发展本身将大有裨益,对于国家治理体系和治理能力现代化的提升也有着积极意义。

The discussion on language and national governance can be carried out from three perspectives :(1) language governance is an organic component of national governance;(2) language factors contribute to national governance;(3) national governance influences the development and use of language.As for language governance,its agencies are generally the harmonious unity of the core and pluralism.The three subsystems of goal,regime and value together constitute the system of language governance.The content of language governance covers ontology and application.The language factor contributes to national governance in political,economic and social aspects.The influence of national governance on language structure and usage is also ubiquitous.Strengthening the study of the three subsystems of language and national governance will be of great benefit to language governance and language development itself,as well as to the modernization of the national governance system and capacity.
