摘要
职工代表选自于职工,代表了广大职工的意愿和心声,是职工联系企业的桥梁和纽带。然而,目前国有企业职工代表普遍存在职代会前基层调研不充分、会中讨论发言不积极、会后日常活动参与少的问题。本文从安徽省国有企业职工代表履职能力的现状入手,通过对职工代表履职能力培养与提升面临的主要问题进行分析,提出了优化职工代表民主选举程序、加强职工代表业务知识培训、健全职工代表动态考核和激励机制等提高国有企业职工代表履职能力的措施。
Worker representatives, selected from workers and employees, represent the wills and aspirations of the vast number of workers. They are the bridges and links between workers and enterprises. However, the worker representatives of state-owned enterprises generally have the problems of insufficient investigation at the basic level before the workers congress, being not active in the congress, and less participation in daily activities after the congress. Starting with the present situation of worker representatives’ ability of performances in state-owned enterprises in Anhui province, the essay analyzes the main problems of the training and promotion of worker representatives’ ability to perform duties, and puts forward some measures to improve the worker representatives’ abilities by optimizing the procedure of democratic election of worker representatives, strengthening the professional training and promoting the dynamic assessment and incentive mechanism of worker representatives.
