四川民族地区经济社会发展与金融科技扶贫研究

Research on the economic and social development and the financial technology aided poverty alleviation in Sichuan ethnic regions

扶贫战略是党和国家的基本政策策略,是解决全国发展不平衡的重要举措.我国的基本国情决定了我国经济社会发展的不平衡,各省、市、自治区之间发展不平衡.我们党和国家的奋斗目标就是全国人民一起共同发展,共同富裕.民族地区普遍地处偏远地区,社会经济发展普遍较为落后.四川是民族大省,有53种民族成分,其中世居民族14种,是最大的彝族聚居区和全国第二大藏区、唯一的羌族聚居区.民族自治区域面积30.2万平方公里,占四川省总面积的62%.民族地区经济社会发展是十分重要的.科技扶贫是国家针对民族地区科技人员缺乏,人员科技水平不高的状况提出的强调自我发展提高,以民族地区的资源优势转化为生产力,以金融科技为先导,大力发展民族地区的各项事业,助力民族地区的社会经济发展.让金融业更好地服务实体企业,把区块链、人工智能、大数据、云计算用于支付、结算等互联网金融手段应用到民族地区,提高金融产业的效率.“互联网+”、“电子商务”“区块链”都是科技金融扶贫的的主要手段.文章通过金融科技扶贫的原理的梳理,对民族地区脱贫后返贫的可能性提出了永久性的措施和方法:在民族地区加强基础设施建设,入住一批科技含量高的永久牌企业和一批与民族地区联系紧密的特色企业.

Poverty alleviation strategy is one of the primary policies of the Chinese Communist Party and the government.as one of the important measures for solving the problem of disproportional development of the country.As a result of the basic national conditions of China,the economic and social development of China is disproportional among different provinces,municipals,autonomous regions.The Chinese Communist Party and the government make it a common goal that all people across the nation develop together and achieve common prosperity.However,the ethnic regions,because of their remote localities,lag behind the social and economic development.Sichuan province,in particular,has a lot of ethnic regions with 53 ethnic minorities,among which 14 have resided in their locality for generations.Besides,Sichuan province has the nation's largest colony for Yi ethnic minority people,the second largest region for Tibetan ethnic minority people,and the nation's sole colony for Qiang ethnic minority people.The province's total area of ethnic autonomous regions adds up to 302,000 square kilometers,or 62% of the provincial area.So,Sichuan province has to take measures to promote the social and economic development of the ethnic regions within its jurisdiction.Aiming at the reality that the ethnic regions are short of science and technology talents,and that the population in ethnic regions is comparatively at a lower level of science and technology,the government makes a poverty alleviation policy to provide the ethnic regions with science and technology,so that the ethnic regions can develop sustainably and turn their potential comparative advantages into real productivity.Financial science and technology can be applied to help the social and economic development in ethnic regions.In order to better serve other industries,the efficiency of financial industry must be improved by applying the block-chain technology,artificial intelligence,big data,cloud computation,Internet+,and e-commerce to many financial fields such as online financing including online payment etc.This article reviews the principle of poverty alleviation by providing financial science and technology to the ethnic regions,and puts forward some effective measures for preventing the ethnic regions from returning to poverty again after poverty has been alleviated,such as strengthening the infrastructure construction,and introducing some enterprises of high technological quality and some enterprises closely related to ethnic regions.
