On the System Innovation and Construction of Fujian,Zhejiang,Anhui and Jiangxi Soviet Areas

闽浙皖赣苏区在制度建设上有很多的创新。在党的制度建设上,制定了我党历史上最早的党员行为规范《共产党员守则二十二条》,形成了发展党员的具体标准与程序规范,并建立了党的严格监督制度;在干部制度上,对干部培养方针、选拔标准、培养方式等都作出了明确的规定;在政权制度上,建立了苏维埃工农代表大会制度的政治体制、党对苏维埃政权的领导制度、法令制度以及作风建设制度;在经济制度上,实施由没收财产为主要收入转变到以税收为主要收入的财政政策,形成了一套比较完整的对外贸易制度及金融管理体系。

There are many innovations in the system construction of Fujian,Zhejiang,Anhui,Jiangxi Soviet Areas.In terms of party building system,they formulated the earliest party member conduct code in our party history——"Article 22 of the Communist Party Member Code",formed specific standards and procedures for the development of party members,and established a strict party supervision system;In terms of cadre system,they made clear provisions for the cadre training policy,selection criteria,and training methods;in terms of political system,they established the political system of the Soviet Worker's and Peasant's Congress system,the party's leadership over the Soviet political system,the decree system and the style building system;in terms of economic system,they implemented a fiscal policy that shifted from confiscated property as the main income to tax as the main income and formed a relatively complete foreign trade system and financial management system.
