化学品租赁的产生与发展及对中国的借鉴意义

Research on the Development,Current Status of Chemical Leasing and Its Enlightenment to China

2004年,联合国工业发展组织和奥地利政府启动了首个化学品租赁项目。化学品租赁作为一种面向服务的新型商业模式,从传统增加化学品销售量的观念转向化学品增值服务,从而提高化学品利用效率,减少化学品消耗量,促进供应商、买家双方合作。化学品租赁项目在许多国家、地区的不同领域,蓬勃发展与应用,为可持续发展贡献力量,也产生相关争议。这些为中国化学品管理的可持续发展提供了借鉴经验,中国政府应当全面支持引进化学品租赁发展模式,制定相关法律法规与质量标准,合理分析市场环境,促进相关专业知识教育与人才培养。

In 2004,the United Nations Industrial Development Organization and the Austrian government launched the first chemical leasing project.As a new service-oriented business model,chemical leasing has shifted from the traditional concept of increasing chemical sales to chemical value-added services,thereby improving chemical utilization efficiency,reducing chemical consumption,and promoting cooperation between suppliers and buyers.Chemical leasing projects have flourished and been applied in different fields in many countries and regions,contributing to sustainable development while bringing controversy.These provide lessons for the sustainable development of chemical management in China.The Chinese government should fully support the introduction of a chemical leasing development model,formulate relevant laws,regulations and quality standards,reasonably analyze the market environment,and promote relevant professional knowledge education and personnel training.
