摘要
针对近年来我国光伏电站日益突出的质量问题,采用系统思考方法,构建了因果环路模型,从零部件质量、工程质量、验收评估质量、运维质量及外部环境因素等方面深入分析了光伏电站质量的影响因素及影响传导路径,并通过自顶向下的系统分析归结了问题根源。结果显示,在政策驱动的发展阶段,光伏电站质量问题是由相关主体的诸多行为及其与政策环境的相互影响综合导致的;最后提出了应完善相关政策、标准及监管,以规范相关主体的行为,从而有效保证并提升光伏电站质量的对策和建议。
In order to solve the increasingly prominent and complex quality problems of PV power stations in China in recent years,the causal loop model is developed by systematic thinking method to discuss the influencing factors and their transmission paths for PV power station quality problems from the aspects of components,engineering,acceptance evaluation,operation and maintenance,and external environment.The root of quality problems is summarized through top-down systematic analyses.The results show that,in the policy-driven development stage of PV industry,PV power station quality problems are caused by the behaviors and interaction of many relevant agents such as administrative department,manufacturers and contractors.Furthermore,the paper proposes some suggestions on PV power station quality’s improvement,such as improving relevant policies,standards,supervision to standardize the quality behaviors of relevant agents.
