碳排放约束下的福建省城镇建设用地利用效率动态变化与影响因素 被引量:42

Dynamic Changes and Influencing Factors of Urban Construction Land Use Efficiency Under Carbon Emission Constraint in Fujian Province

摘要 研究目的:揭示福建省2009—2018年碳排放约束下的城镇建设用地利用效率时空演化特征,探究城镇建设用地利用效率动态变化的影响因素。研究方法:数据包络分析、Hicks-Moorsteen指数和面板数据模型。研究结果:(1)福建省城镇建设用地利用碳排放呈“先升后降再升”的变化特征;(2)碳排放约束下的福建省城镇建设用地利用效率动态变化可先后分为连续下降和平稳增长两阶段,沿海经济发达城市呈逐年改善态势,其余城市则表现出波动式正向增长趋势;(3)能源结构系数与城镇建设用地利用效率呈显著负相关,而土地城镇化率、产业结构、进口贸易和外商直接投资对城镇建设用地利用效率具有显著的正向促进作用。研究结论:推动福建省城镇建设用地的低碳与高效利用应根据各市经济发展特征,合理优化土地资源配置,制定差异化能源、产业、技术创新和贸易政策。 The purpose of this paper is to investigate the temporal evolution characteristics,spatial differences and influencing factors of urban construction land use efficiency under carbon emission constraint of Fujian Province in the level of prefecture city from 2009 to 2018.The methods employed comprise Data Envelopment Analysis(DEA),Hicks-Moorsteen productivity index and panel data model.The results are as follows:1)the carbon emissions derived from urban construction land use in Fujian Province emerged as“increase-decrease-increase”variation tendency;2)Dynamic changes of urban construction land use efficiency under the carbon emission constraint from 2009 to 2018 in Fujian Province can be divided into two stages,i.e.,sharp decline and continuous growth.With respect to the spatial differences in efficiency growth,the average Hicks-Moorsteen index results presented that coastal developed cities are dominated by steadily increasing efficiency growth trend during the sample period,whereas the other cities show a fluctuating positive efficiency growth trend.3)Energy structure coefficients are negatively correlated with the urban construction land use efficiency under carbon emission constraint,while the land urbanization rate,industrial structure,import trade and foreign direct investment have significant positive effects on the urban construction land use efficiency.In conclusion,it is recommended to optimize urban land resources properly,formulate a set of differentiated energy,industry,technological innovation and trade policies to promote“low carbon and high efficiency”urban construction land use in light of characteristics of economic development of different regions.
