基于能力成熟度模型的医院医疗设备管理评估体系研究

Research on management assessment system of medical equipment of hospital based on the CMM

目的:探索基于能力成熟度模型(CMM)的医疗设备管理能力评估新方法,促进医疗设备技术管理能力的持续改进。方法:借鉴CMM思想,从持续发展和改进的角度建立医疗设备管理CMM,从初始级、重复级、已定义级、管理级和优化级5个等级不同成熟度层级的医疗设备管理能力的关键过程域(KPA),探索以KPA实现程度为基础的医疗设备管理能力评估测评方法。结果:建立的医疗设备管理CMM,提出了按成熟度进行分级,将管理过程改善和技术开发相结合,对管理任务进行排序和优先权设置,完善了医疗设备管理能力评估体系。实施CMM的医疗设备管理能力评估方法以来,设备报废流程顺畅,库存减少,库房租赁费每年节省约20万元,仅监护类设备其故障率由25%降至13%。结论:基于CMM的医疗设备管理能力评估体系可为医疗设备管理过程的策略改进和完善提供指导,能对医院设备管理水平进行评估,不断发现和识别医疗设备管理环节中的薄弱与不足之处,促进医疗设备管理能力的持续改进。

Objective:To explore new methods of assessing management ability of medical equipment based on capability maturity model(CMM)so as to promote the continuous improvement of management capability of medical equipment.Methods:Through learning from the ideas of CMM,constructing a management CMM of medical equipment from the perspective of continuous development and improvement,and the key process areas(KPA)of medical equipment management capabilities with different maturity levels from the initial,repeated,defined,management and optimization levels,to establish an assessment method of management capability for medical equipment based on the achievement level of KPA.Results:A medical equipment management CMM was constructed,which proposed a classification as maturity.And management process improvement was combined with technique development to implement a ranking of management tasks and setting up of priority,and to establish an assessment system of management capability for medical equipment.Since CMM was implemented,there was unhindered in the process of equipment scrapping,and the inventory was reduced,and rental fee of warehouse was saved approximately RMB200 thousands.And only the failure rate of monitoring and protecting equipment was reduced from 25%to 13%.Conclusion:The CMM-based assessment system of management capability for medical equipment can provide guidance for the improvement and perfection of the strategy of management process of medical equipment.And it can assess the management level of equipment in hospital,and successively find and recognize the weakness and failure in the management process of medical equipment,and promote sustainable improvement of management capability for medical equipment.
