村组干部角色夹心:对精准扶贫政策实践过程的考察

Role of Village Cadres: An Investigation on the Practical Process of Precision Poverty Alleviation Policy

村组干部是精准扶贫的直接实践主体,角色夹心描述了其既是"干部"又是"农民"身兼两职的现实身份,也概括了其处于行政管理系统和村民自治系统之间的客观状况。通过村组干部角色夹心来审视精准扶贫的实践过程发现:精准识别中存在添加意志和私下筛选,导致识别不精准;精准执行中由于部分街头官僚和执行约束存在,相机决策产生,结果是执行不精准;精准考核呈现出文本脱贫和口头脱贫,结果是考核不精准。精准扶贫政策的不精准实践过程,也透射出当前行政管理体制和财税体制需要进一步完善,同时需要准确定位基层党建工作的着力点,细化对村组干部的考核导向。

Village cadres are the direct practitioners of precise poverty alleviation. Their role, described as "sandwich" is their actual status as both "cadres" and "peasants", and summarizes their objective situation between the administrative system and the villagers autonomous system. Through examining the practice of precise poverty alleviation through the role sandwich of village cadres, it is found that there are willingness and private screening in precise identification, which leads to inaccurate identification;camera decision-making is produced in precise implementation due to street bureaucracy and execution constraints, resulting in inaccurate execution;precise assessment shows text poverty alleviation and oral poverty alleviation, and the result is inaccurate assessment. The inaccurate practice of precise poverty alleviation also reflects that the current administrative and fiscal systems need to be further improved. At the same time, we need to accurately locate the focus of grass-roots party building work and refine the evaluation orientation of village cadres.
