规划阶段环境影响评价介入时间早,但时间跨度长,影响范围广,应该予以重视。文章首先对规划阶段环境影响评价过程中存在的问题以及规划环评影响方法的特点进行了归纳总结,然后以马鞍山雨山经济开发区总体规划项目为研究对象,实例分析了其在规划环评中应该遵守的原则以及评价分析的因素。

Environmental impact assessment in planning stage is involved early,but it has a long time span and a wide range of impacts,so it should be paid attention.This paper first summarizes existing problems in the process of environmental impact assessment in the planning stage and characteristics of the impact methods of planning environmental impact assessment.Then taking the overall planning project of Ma'anshan Yushan Economic Development Zone as the research object,this paper analyzes the principles it should abide by in the planning environmental impact assessment and the factors of evaluation and analysis.
