摘要
黄河滩区综合治理与管护是黄河流域生态保护和高质量发展国家战略的核心任务之一。文章基于高精度遥感数据、联立统计数据和实地探查,系统分析了黄河滩区经济社会发展现状和存在的主要问题,建议:(1)提升滩区安全建设标准,移民和迁并相结合;(2)合理规划滩区“三生”空间,恢复生态用地,开展国土综合整治;(3)开展滩区差异化用途管制政策和生态补偿政策研究;(4)挖掘生态和文旅资源,促进滩区高质量发展。
Comprehensive management and protection of the Yellow River beach area is one of the core tasks of the national strategy of ecological protection and high-quality development of the Yellow River basin.Based on high-precision remote sensing data,simultaneous statistical data and field exploration,the paper systematically analyzes the current situation and existing problems of economic and social development in the Yellow River beach area,and puts forward the following suggestions:(1)improving the safety construction standards of the beach area,integrating migration with relocation;(2)reasonably planning the space of"production,living and ecology"in the beach area,restoring ecological land,and carrying out comprehensive land consolidation;(3)implementing the research on the control policy for different uses of beach areas and ecological compensation policies;(4)developing ecological and cultural tourism resources to promote high-quality development of beach areas.
