全国砂石土矿山开采管理现状研究

砂石资源是人类生产生活中需要的第二大自然资源。近年来,环保政策高压,砂石骨料短缺,价格持续走高,部分重大项目进度受到不同程度影响。砂石资源如何保障国家经济建设需求,成为各相关管理部门的重要任务。砂石土矿山管理建议:加强规划源头管控,持续优化布局;进一步完善矿业权出让审批管理制度;深入推进绿色矿山建设,促进矿业绿色发展;从完善监管机制等方面入手,重塑中国矿业新格局。

Sand and stone resources are the second natural resources needed in human production and life.In recent years,due to the high pressure of environmental protection policy,the short supply of sand and stone aggregate,and the continuous rising price,the progress of some major projects has been affected to varying degrees.Sand and stone resources should guarantee the requirements of national economic construction has become an important task for all relevant management departments.The paper puts forward the suggestions for the management of sandy and stony soil mines as follows:strengthening the sources control of planning,continuously optimizing the layout;further perfecting the management system for the approval of mining right transfer;further promoting the construction of green mines,improving the green development of mining industry;starting from improvement of the regulatory mechanism and other aspects,reshape the new pattern of mining industry in China.
