城乡统一建设用地基准地价评估体系构建思考——基于土地权利权能视角

Thoughts on the Construction of Standard Land Price Evaluation System of Unified Urban and Rural Construction Land——From the Perspective of Land Rights and Functions

乡村振兴和新型城镇化战略迫切要求构建城乡统一建设用地基准地价评估体系。立足“同权同价”的思想,文章在分析农村集体建设用地和城镇国有建设用地的土地权利权能差异的基础上,提出以土地权利权能修正价格形成机制为导向,构建城乡统一建设用地基准地价评估体系的主要思路。同时,指出构建城乡统一建设用地基准地价评估体系的核心是建立合理的城乡建设用地土地权利权能修正指数体系,避免城乡建设用地价格机制的二分性。最后从交易案例比较和实地调查数据分析两个维度,提出该修正指数体系构建的主要措施。

The strategy of rural revitalization and new urbanization requires urgently to establish a standard land price evaluation system of unified urban and rural construction land.Based on the idea of same rights with same prices,the paper analyzes the differences of land rights and functions between rural collective construction land and urban state-owned construction land.And then puts forward to construct a standard land price evaluation system of unified urban and rural construction land,which will be guided by the mechanism of land rights and functions revising the prices.In the meantime,the paper points out that the core of the standard land price evaluation system of unified urban and rural construction land is to establish a reasonable index system of land rights and functions of urban and rural construction land,in order to avoid the separation of the price mechanism of urban and rural construction land.Finally,from the two dimensions of transaction case comparison and field survey data analysis,the paper proposes the main measures for the construction of modified index system.
