摘要
党的十八大以来,国有地勘事业单位体制改革向纵深推进,提质增效是当前地勘企业的紧迫任务。地勘企业要提质增效,须注重战略管理、全面预算管理和全面风险管理。其方法路径是:(1)从降本增效抓起,强化系统成本控制意识;(2)重视资源优化配置与管理;(3)构建内部市场化经营机制;(4)加快推动创业创新;(5)加强质量品牌建设。
Since the 18th CPC National Congress,the system reform of state-owned geo-prospecting unites has advanced in depth,improving quality and increasing efficiency is an urgent task for geo-prospecting enterprises.To improve quality and increase efficiency,geo-prospecting enterprises must pay attention to strategic management,comprehensive budget management and comprehensive risk management.Correspondingly,the methods are:(1)starting from cost reduction and efficiency enhancement,strengthening the awareness of system cost control;(2)emphasizing resource optimization and management;(3)building an internal market-oriented operating mechanism;(4)accelerating the promotion of entrepreneurship and innovation;(5)strengthening quality-brand building.
