生态工业园区建设的环境管理模式浅析

Brief Analysis on the Environmental Management Mode of Ecoindustrial Park Construction

通过对生态工业园区的概念和政策的梳理,本文回顾了国家生态工业示范园区的建设现状,总结了生态工业园区环境管理的三种不同模式,即政府主导型、开发公司主导型和政企合一型。在此基础上,从前期选址布局、生态化功能顶层设计和法规支撑方面提出了生态工业园区建设过程中面临的主要问题,并针对性地从顶层设计、法规配套和环境管理机制三个层面提出了对策建议。

By sorting out the concepts and policies of the eco-industrial park,this paper reviewed the current status of the national eco-industrial demonstration park,and summarized three different modes of eco-industrial park environmental management,namely government-led,development company-led and government-enterprise integration.On this basis,the main problems faced during the construction of the eco-industrial park were proposed in terms of site selection layout,top-level design of ecological functions and legal support,and countermeasure suggestions were proposed from three levels of top-level design,regulatory support and environmental management mechanism.
