文化养老的价值功能、现实困境与实现路径——基于杭州市的实践

The Value,Realistic Dilemma and Realization Path of Cultural Service for the Aged——A Case Study on the Practice in Hangzhou City

文化养老既是中国传统慈孝文化的试金石,也是和谐社会建设的敲门砖。当前由于文化养老服务体系尚未健全,存在定位不明确、政策与设施不完善、内容单一、制度有失公平等问题,对此,应从转变宣传理念、完善扶持政策、加大资源供给、搭建阵地平台、壮大工作队伍、倡导互助模式等层面着手,促进文化养老的实现。

Cultural service for the aged is not only the touchstone of Chinese traditional culture of filial piety but also the key to building a harmonious society.At present,due to insufficient provisions of cultural services for the aged,there are some problems such as unclear positioning,lack of policies and facilities,lack of diversity in activities,and institutional unfairness.In this regard,efforts should be made to improve cultural services for the aged from the perspectives of changing publicity concept,improving supporting policies,increasing resources supply,building cultural platforms,strengthening working team and advocating mutual assistance.
