“一带一路”背景下北部湾城市群人力资源质量与区域经济发展协调性研究

Study on the Coordination of Human Resource Quality and Regional Economic Development in Beibuwan Urban Agglomeration under the Background of the"Belt and Road"

运用熵权法、耦合协调度模型和相关系数法,对北部湾城市群各市县的面板数据进行分析,以考察这些地区人力资源质量与区域经济发展的协调程度以及各评价指标对另一评价系统的贡献程度。研究表明:北部湾城市群内87%的城市都处在人力资源质量与区域经济发展的不协调状态中,且其中大部分城市的不协调类型为人力资源滞后型。这种不协调主要表现为人力资本投资水平低和高素质人才的不足不利于区域经济的发展,而经济发展落后反过来又制约了人力资源质量的提升。应注意制定区域内人力资源开发的统一政策,完善相应基础设施和法律法规,加大人力资本投资,引进高素质人才,提高社会对人力资源重要性的认识等,以促进北部湾城市群人力资源质量与区域经济发展的协调。

The panel data of cities and counties in Beibuwan urban agglomeration in 2017 were analyzed by using entropy weight method,coupling coordination degree model and correlation coefficient method,so as to investigate the coordination degree of human resource quality and regional economic development in these areas and the contribution degree of each evaluation index to another evaluation system.The study shows that 87%of the cities in Beibuwan are in a state of incoordination between the quality of human resources and regional economic development,and the incoordination type of most of them is human resources lagging.This discordance is mainly manifested in the low level of human capital investment and the shortage of high-quality talents,which are not conducive to the development of regional economy.And the backwardness of economic development has restricted the improvement of the quality of human resources in turn.In the future,it is necessary to formulate a unified policy for the development of regional human resources,improve the corresponding infrastructure,laws and regulations,increase the investment of human capital,introduce high-quality talents,and improve the society's understanding of the importance of human resources,so as to promote the coordination between the quality of human resources and regional economic development in Beibuwan.
