大气污染减排政策对河北省钢铁、水泥、玻璃、焦化及火电五大行业经济运行的影响分析

Analysis of the influence of air pollution reduction policies on the economic operation of five industries in Hebei Province:steel,cement,glass,coking and thermal power

钢铁、水泥、玻璃、焦化和火电五大行业不但是河北省大气污染物重点排放行业,也是河北省的传统支柱产业。自2013年起,河北省大气污染防治政策由压减产能、加大企业治理力度逐步深化到2018年的工业企业深度治理和超低排放。本研究分析了五大行业的减排政策、路径和效果,二氧化硫和氮氧化物排放量呈平稳下降的态势。通过分析2013-2018年五大行业主要运行指标,得出整体经济效益呈现稳中有升的态势,始终在河北省工业经济体系中占据重要位置。环保政策在企业效益提升、落后产能淘汰、产品竞争力提升等方面均起到了重要的作用,产业转型升级初见成效。

The steel,cement,glass,coking and thermal power industries are not only the key emission industries of air pollutants in Hebei Province,but also the traditional pillar industries in Hebei Province.From 2013 to 2018,the air pollution prevention and control policies in Hebei Province have gradually deepened from reducing production capacity and increasing corporate governance to in-depth industrial enterprise governance and ultra-low emissions.This paper analyzes the emission reduction policies,paths and effects of the five industries.The emission of sulfur dioxide and nitrogen oxides decreased steadily.This paper also analyzes the five major operation indicators of the industry in 2013-2018.The overall economic benefit shows a steady and rising trend,which has always occupied an important position in the industrial economic system in Hebei province.Environmental protection policies have played an important role in the improvement of enterprise efficiency,elimination of backward production capacity,promotion of product competitiveness and so on.Industrial transformation and upgrading have achieved initial results.
