This article briefly describes the reform background of "separation of evaluation and determination" and the pilot situation in various places. Through the practice of Huzhou’s first "separation of evaluation and determination" project Huzhou University Student Innovation and Entrepreneurship Center program and preliminary design bidding, the effectiveness of the bid evaluation and calibration programs in the "separation of evaluation and determination" method is explored and tested. It summarizes the significance of the "separation of evaluation and determination" method for tenderees, bidders, bid evaluation experts and the standardization of the bidding market.
