摘要
作为我国国民经济行业的支柱,制造业在当今环境规制不断加强的环境下面临的挑战越来越大。本文以我国制造业25个行业面板数据为样本,分析我国环境规制和制造业劳动力就业现状,并在此基础上检验环境规制对我国制造业劳动力就业在不同门槛值下的影响差异。研究结果表明,不论是以环境规制或技术创新作为门槛变量,环境规制与劳动力就业均存在非线性的U型关系。适当提高环境规制强度可以通过激发企业技术创新能力达到制造业行业环境保护和就业创造互补共进的局面。同时,在制造业行业中,中、高污染行业既处于环境规制强度的高门槛区间,又处于技术创新能力的低门槛区间,是制造业实现环境与就业双重红利的一个重要切入点。因此,在一定的环境规制强度下提高相关行业技术创新能力是未来打造我国制造业强国的关键。
As the pillar of China's national economie industry,manufacturing industry is facing more and more challenges under the environment of strengthening environmental regulations.Based on the panel data of 25 indutries in China's manufacturing industry,this paper analyzes the current situation of China's environmental regulation and manufacturing labor force employment,and tests the difference influence of environmental regulation on China's manufacturing labor force employment under the different thresholds.The results show that there is a non-linear u-shaped relationship between environmental regulation and labor employment,whether environmental regulation or technological innovation is taken as the threshold variable.Appropriately improving the environmental regulation intensity can achieve ne complementary situation of environmental protection and employment creation in the manufacturing industry by stimulating the technological innovation ability of enterprises.At the same time,in the manufacturing industry,the Medium and high polluion industry is not only in the high threshold range of environmental regulation intensity but also in the low threshold range of technological innovation ability.The medium and high pollution industry is the key to realize both environmental effect and social cffeet in the manufacturing industry.Therefore,improving the technological innovation ability of relevant industries under environmental regulation intensity is the key to build China's manufacturing power in the future.
