重大疫情灾害中政府数据开放模式研究——以新型冠状病毒肺炎疫情为实证分析

Research on Government Data Opening Pattern in Major Epidemic Disasters——Empirical Analysis Based on the the COVID-19 Data Opening

[目的/意义]通过分析新型冠状病毒肺炎疫情中政府数据开放存在的问题,设计针对性的数据开放模式,为重大疫情灾害中政府数据开放工作提供借鉴和参考。[方法/过程]通过网站统计和数据分析,对我国102个地方政府数据开放平台疫情数据开放现状进行调查评估。[结果/结论]新型冠状病毒疫情中政府数据开放形势依旧严峻,存在数据内容结构偏向明显、类别格式缺乏规范、更新速度表现迟缓,平台整体利用率低、内部协调性差,社会互动参与不足,安全保障制度薄弱等问题。为此,从需求驱动、主体协同、数据赋能、管理增效、技术集成和生态疗养六方面构建重大疫情灾害中政府数据开放模式。

[Purpose/Significance]This paper investigates and analyses the problems of government data opening under the Outbreak of COVID-19,and design a targeted pattern,in order to providing suggestions for opening government's data in great epidemic disasters.[Method/Process]Through website observation and data analysis,investigated and evaluated the situation of COVID-19 data opening.[Result/Conclusion]The situation of opening government data under the Outbreak of COVID-19 was still severe,including many problems,such as obvious data content structure bias,lack of standardized format,slow update performance,low overall utilization of the platform,poor internal coordination,insufficient social interaction participation,and weak security system and so on.To solve these problems,we build a opening pattern from six aspects:demand driven,subject collaboration,,data empowerment,management efficiency,technology integration and ecological carefulness.
