云技术赋能的政府数字化转型阶段模型研究——基于浙江省政务改革的分析

Stage Model of Government Digital TransformationBased on Cloud Computing Technology——An Analysis of the Government Reform in Zhejiang Province

[目的/意义]政府数字化转型是创新行政方式,提高行政效能,建设服务型政府的重要手段。[方法/过程]本文采用案例研究的方法,以浙江省政府数字化转型为研究对象,总结和归纳云技术赋能的政府数字化转型阶段模型。[结果/结论]研究结果表明,云技术的赋能角色决定了数字化转型在跨组织、跨部门、跨层级和跨地域上所能触及的广度,并影响着转型改革的深度;云技术的类型随着转型的不同阶段而变化,但始终围绕着政府对数据价值的挖掘与利用进行展开。该研究结果可为政府组织在考虑其自身的数字化转型策略时提供参考。

[Purpose/Significance]Digital transformation is an imperative for governments that aim to improve administrative efficiency and build a service-oriented government.[Method/Process]In this research,a case study of Zhejiang government's digital transformation was conducted to investigate how the cloud computing technology empowered the transformation.[Result/Conclusion]The results showed that the cloud computing technology affected both the breadth and the depth of digital transformation.Even though the type of cloud technologies varied in different transformation stages,it progressed alongside the exploration and exploitation of data to realize its value.This study offers insights to help other governments in relation to their own their own digital transformation strategies.
