摘要
国际学术人才流动是高等教育研究的热点话题。留学生和学术工作者是最为重要的两个流动群体。通过对全球科学家调查数据的考察发现:就留学生而言,最重要的影响因素为职业前景,之后依次为院校声誉、个人旨趣、奖助政策、社会网络和跨校交流机会,其中,男性更加看重院校声誉,女性更加看重跨校交流,相较于本科和硕士,博士更加看重职业发展、院校声誉和奖助政策;就学术工作者而言,最重要的影响因素是高校实力与声誉,之后依次为个人发展与前景和个人当期回报,其中,女性更加看重个人发展与前景,相较于博士后而言,非博士后学术工作者更加看重个人当期回报。因此,为了更好地引进国际学术人才应继续推动一流大学建设、完善国际学术人才奖助政策、借助互联网手段实现互联互通社交平台搭建,并升级中国学术劳动力市场。
The flow of international academic talents is a hot topic in higher education research.Foreign students and academic workers are the two most important mobile groups.Through the survey of global scientist survey data, it is found that the most important influence factor is career prospects for foreign students. The following is the academic reputation, personal interest, award policy, social network and cross school exchange opportunities. Among them, men pay more attention to the reputation of colleges and universities, and women pay more attention to cross school exchanges.Comparing with a bachelor’s degree and a master’s degree, a doctor pays more attention to the career development, the reputation of the University and the award policy.In terms of academic workers, the most important factor is the strength and reputation of the University, followed by individual development and prospects and individual current returns, among which women pay more attention to personal development and prospects. Comparing with post-doctor, Non post-doctoral academic worker pay more attention to personal current returns.Therefore, in order to attracting international academic talents, we should continue to promote the construction of first-class universities, improve the international academic talent award policy, build up the interconnected social platform with the help of Internet, and upgrade the Chinese academic labor market.
